He is a Partner and Head of Litigation, Sports Law, and Entertainment at his firm. He holds a Bachelor of Laws from Makerere University, a Diploma in Legal Practice from the Law Development Centre, and a diploma in Tax and Revenue Administration, positioning him as a versatile and formidable legal practitioner.

Trial-Tested Expertise: Francis’ courtroom prowess is exemplified by landmark cases such as:

• Katogole Arajabu’s Acquittal: Francis secured a Court of Appeal victory, overturning a 25 year murder conviction of which Arajabu had spent 16 years in prison. Following a gruesome appeal, Francis freed his client.
• Reverant Canon Kezekiah’s Defense: Francis successfully defended the Reverend against aggravated defilement charges carrying the death penalty after a grueling trial.
• Baleke Kayira Peter and 401 other v Attorney General: Francis represented over 400 claimants in a 23 year land dispute, securing compensation exceeding UGX 2.5 billion.

Championing sustainable industrial ecosystems and investment in Africa

As Partner and Legal Advisor to Diacente Group, Francis is driving the groundbreaking USD 5.5 billion Green Industrial and Special Economic Zone (GISEZ) project in Karamoja, a flagship project in the Government’s Regional Development Plan 2025/26 – 2035/36. Inspired by the laste Mary Karooro Okurut’s vision for sustainable industrialization, Francis has provided legal counsel and overseen Diacente Group in securing a financing agreement worth USD 1 billion for the development of the Karamoja Green Industrial and Special Economic Zone and its integrated solar power plant. He is currently supporting direct foreign investment in Africa, with a focus on Agriculture, Energy and Industrialization across the continent.
